there is absolutely no benefit to this except fewer people will be doing the rebate because
they obviously are not going to Wi to buy their beer. anyone know why they do this?

I am thinking they do this for border states to encourage those to buy in certain states. Perhaps those who work
in another state and maybe shop in that state also.
There are alot of Diageo that are good in WI, MO, IA and the booze has to be bought in
Illinois. Yes several beer also that are good in certain states and have to be
bought in good ole Wisconsin.
I may not have the best answer but it works for me as I get to do more offers if I can
get the forms from great traders like yourself.
