My daughter has been doing her shopping at a Hyvee store in Madison WI. The cashiers and the manager refuse to accept mfg coupons for grocery items purchased with WIC checks. She has been getting this refusal at several other stores in the area, too. Can mfg coupons be used with WIC? I would think that the county/state want to save money, too!

I think the stores are wrong...here is the Vendor guide to WISCONSIN WIC
Even the "quiz" near the end for the cashier has the coupon item in it as a question....somewhere around page 48!

Page 12 letter d mentions use of coupons
Page 16 10a says "10. Services to Participants
Vendors shall do all of the following:
a. Offer participants the same courtesies offered to other customers and in accordance with equal opportunity guidelines under Title 7 CFR Part 15. This includes money saving promotions like coupons, price matching, free ounces, “buy one, get one free deals” and reward programs.
Also see page 31-32 tells the cashier what to do about coupons.
• Allow participants to use coupons and receive free items offered to all customers by the manufacturer or by your store. For example:
• deduct the coupon amount from the cost of the WIC foods.
• allow participants to receive more than the WIC check specifies when "free ounces" or “buy one, get one free” promotions are offered. (If there is a buy one box and get one box free offer, or a bonus size container that offers two free ounces of the product, the cost to WIC is the price for one box or the size specified on the WIC check.)

So according to what I read on the Wisconsin DHS site for WIC the store should accept coupons. You can always use the site
http://www.dhs.wisconsin.gov/wic/index.htm to report the vendor.

I did read on another site that if the check is for certain items like "1 gallon of whole milk" that you can not use a coupon on your milk since they are giving you the milk free no matter what the cost.
