Their continuous lack of funds is dued to the way they have to, by law, (on the urging of their union)handle the retirement fund.. They must set aside 50 years worth of retireman fund for each employee. Each employee can set aside up to 5% of their salary, must be matched by the gov. They were created by our Constitution. Congress passed a bill Making them responsible for their expenses. Then they saddle them with ridiculous conditions. Of course all of these are backed by the postal union.
So it is the fault of Congress and the postal union.
Also Members of Congress gets certain amount of FREE postal privilege.
