I have tried 2 times to send dental floss to someone for a PIB, the first time she never got it and the 2nd time she got the other item (that was mailed in the envelope, but not the floss) I mailed it in a card envelope and taped it up so it would not fall out. So I don't understand why she wouldn't have got it. Does the post office ever open mail if they suspect something (maybe because of the awkward size in the envelope)?
