In 2006 Congress under a congressional mandate, USPS became required to pre-pay medical benefits of 5.5 billion dollars a year for 10 years. This is why USPS is going under. It was a bi-partisan move to privatize USPS. My DH wrote about it here: http://rvcommunitypress.com/2013/03/usps-under-siege/

The other day I had a small car, no marking on it, just a regular car, pull into my driveway, a young lady got out and walked a package with all my mail rubberbanded to it. She was not in any sort of uniform. She said she is a contractor hired by the post office to deliver packages and sometimes other mail. She drives around in her own car to each house and drops it off. She is not a Post Office or government employee, doesn't get any benefits of anything. It kind of makes me nervous that our mail is in the hands of people who are not really "responsible" for it. Wonder if they are bonded, checked, and what kind of control, if any, the po has to make sure these things are actually delivered?

She said that some post office rural routes are contracted out to individuals...but the same person would be delivering your mail each day.

But she had never heard of someone just showing up with a package/mail on a one-time basis. You should call your postmaster and ask what is going on.

The reason the post office is out of mone and will continue to be is not that they are not taking in the money.

In the wisdom of their union and Congress. They enacted a law that forces the PO to set aside 75 years (yes 75) worth of benefits for each worker. So every penny they make, the must set aside for the workers retirement. That is for 75years after they retired.
