be aware if not already that help is much easier to obtain if you live in a larger city/populated area. Here in my very rural area, I could not even qualify for food stamps, yet was able to qualify for once a month food pantry since I qualified for the heat/electric assistance right after my divorce. (I never used the food pantry though thanks to all the awesome traders and friends here online for great coupons etc! :)) IN is sooo behind the times in allowance for phone, electric etc. I told the intake gal just WHERE is that company I can only pay $14 a month for my phone for?! And boy!...I reeeally want to ONLY pay that ridiculous amount for electric and gas each month too you only give allowance for!
ALso note that in order to qualify for the insurance thru the state you have to have access to ZERO insurance. Doesn't matter if you can't afford it..or if it's crappy insurance that won't pay zip. If it's available and you have the option for it you can NOT get help from state insurance program. It's ridiculous.

Also for 'poor relief' each county has a person ..township trustee...who is 'supposed' to help with that but that is like pulling teeth in most areas. When my mom was alive, she only had disability coming in. No other resources to count etc. She suffered a stress stroke and diabetic coma (didnt' know she was diabetic till it happened). She had no monies to pay her electric and propane at the time and the township trustee absolutely refused to help. I was sooo mad. Luckily at the time I could help her a bit otherwise she was up a creek so to speak. She NEVER had asked for help from anyone or any program EVER before this happened and when she did they just gave her a hard time. This state is the PITS for help but sure rooting for anyone who can get it from the state!
