So people were selling gift cards on ebay for ridiculous amounts cause the buyer would still make out. A $500 gift card would sell for $550.

I think that promo's long gone though so I'm not sure why people do it now.

I was looking up some old books of stamps I have the other day and noticed people selling 4 cent stamps for 6 cents each w/ FREE SHIPPING...

that they know that when someone bids/buys they're going to be bidding on and buying lots of things at once, so they will end up making money despite offering the free shipping. That's the only thing i can think of.
