Found this example on a website, it would look like the 2 has the lowest number because it’s worth 2 “ones”.
Students in Grade 3 will learn that each digit in larger numbers has a value, depending on its position in the number. For example, in the number 52,478, the 5 is worth 5 “ten-thousands” (or 50,000), the 2 is worth 2 “thousands” (or 2,000), the 4 is worth 4 “hundreds” (or 400), the 7 is worth 7 “tens” (or 70), and the 8 is worth 8 “ones”, or simply 8.

Seems to me they are saying 0 would be the least it is equal to zero of what ever place value it is in. (zero tens in your example)

One of those "trick" questions. LOL
But your daughter has a good point about the 0 having no value as the tens digit so she may be right. And she'd certainly know how the math works nowadays better than we do. LOL
I don't recall covering anything like that back in the day when I was in school.
They were so focused on the metric system back then that nobody thought about the value of a digit. Seems only soda pop & liquor/wine are the only metric converts cuz even tho there are 2 liter bottles of soda pop & 1.75L/750ml, etc. for liquor/wine, we're still putting in gallons (not liters) of gas, buying gallons/half gallons of milk, using yard (not meters) sticks, traveling miles (instead of kilometers), weighing in ounces & pounds (not grams) & measuring temps in Fahrenheit instead of Celsius. :-p LOL
I can visualize a new tv show in the making here, titled "Are You Smarter Than A 3rd Grader". :-O LOLOL
