when they have 0 feedback they might just be bidding on stuff and intending not to pay, i have had a few of those myself. hope your bidder just forgot :)

Since you sent the second chance offer, what happens if the original buyer (in the off chance) decides to pay plus the second chance offer pays? Then you'll have two winners and only one winning.

More importantly, the first guy could make your life heck if he wants to if he feels you're "harassing" him by opening a complaint. He could pay, then claim he didn't get the item from you, get his money back (plus keep the item), PLUS give you a negative. Or he could pay, get the item, claim it's not as described, and once again get his money back and keep the item (he can send you an empty box with delivery confirmation to "prove" he returned something to you). And again, he can give you a negative.

That said, if the original buyer seemed reasonable, you could tell him you want to file a nonpayment in order to get your fees back and he might agree to it.....but if he didn't seem apologetic or reasonable about the whole thing, I would just eat the listing fee myself. Just my opinion though :)

And not someone scamming or a seasoned buyer with more than one ID, they'll probably be more open to you filing for fees back. A buyer gets a strike against them when you open a complaint, so someone who's been around might balk at your filing...but a newbie won't probably know about the potential strike. I think there might be a way to file for fees without a person getting a strike, but I don't know exactly how to do it.

I always give the people at least a week. Then I file a claim for unpaid item. (About 1/2 the time I get paid after this) Then I give the people the full 4 days. After that ebay lets you close the case and you get the fees back. Then I offer as a second chance. Just how I do it.
