First class or priority certainly should have arrived by now no matter where you mailed in the country, but parcel post can take 2 weeks or even longer since it only goes out on the mail truck when there's room. If the recipients are across the country, that could take a longer delivery too.
If parcel post, I would politely ask them to wait a little longer to see if the packages show up (I usually give the buyer a target day to reassure them I'm not just blowing them off - I say something like, "If you don't get the package by the beginning of next week, please email me and I'll take care of it by refunding").
Kristy's right, paypal will refund the buyers their money without d.c. Postal receipt isn't enough for paypal, even if it has the receiver's zip code on it.
By the way delivery confirmation is wayyyy cheaper if you print your labels online through paypal. I think it's like .17 versus like .70 or .80.

I have 755 on my feedback all positive. I have had a parcel post package take 3 weeks one time. I live in CA and it was just going to TX. I used to put dc on anything over $10 now I only do that if their feedback is not quite up to par. I do put it on any item of $20 or more though. Unfortunately if the packages don't get there you will be responsible because there wasn't any dc. It's not fair but that's the way it works. I had this happen to me 2 times. I still think they will arrive they just took the long road. Carol

They should come back to you if you had a return address on them if they have gotten lost. If they went parcel post or media mail they may not come back. I have had a couple packages take almost a month to be returned to me. Hopefully the people will be willing to wait for a little to see (people usually are.) If you did it without delivery confirmation, you will be out the money. Unless, you can prove it was delivered, you will have to refund the people the money. If you don't and they file a complaint with ebay, ebay will refund them the money and take it out of your account. I have been selling on ebay for several years and have sold more than 5000 items, it does happen once in a while. (I usually used delivery confirmation now--but did not always). Best of Luck!!
