Will my payment go to my CC if there isn't enough in my Bank account or should I cancel the payment somehow?

Adding funds to your PayPal account can only be done by using a confirmed bank account. You cannot fund your account with a credit card.
Once you've linked your account, here's how to add funds:
Log in to your PayPal account.
Click Add Funds at the top of the page.
Click Add funds from a U.S. bank account.
Choose the bank account you want to take funds from.
Enter the amount to transfer and click Continue.
Review the transfer details and click Submit.
I dont think that's what you want though, is it?
But I also saw this when I searched on Help for account funding and backup funding

Your back-up funding source is the credit card, debit card, or bank account which will be charged if an Instant Transfer fails.
So, by reading this, I would think that if both the PP acct and the bank acct have no funds, it would go to the CC linked to the PP acct.
