I don't see transmitters being put in meds anymore than I see ocean-front property being developed in Minnesota. Medical staff/facilities can already determine what drugs (legal or otherwise) & how much are in a person's system through simple blood & urine tests.
And yes, prescription meds have been tracked for years via doctors, pharmacies & insurance companies. Ever try to refill a prescription too soon from when it was refilled the last time? Insurance companies/pharmacies will not allow certain meds to be refilled too soon from when it was last filled w/out legit justification.
For example, your family's going on a vacation for 3 wks. so you want to get your blood pressure meds filled before you leave on your vacation, but the bp meds are actually not due to be refilled for at least another 2 wks. W/out written ok from your dr. that you are, in fact, legitimately going on vacation, taking your meds only as prescribed & need those meds while you're away lest you run out, your insurance company &/or the pharmacy can refuse to refill those meds. And good luck trying to get the meds refilled at another pharmacy by paying cash for the meds cuz anytime you switch pharmacies, the new pharmacy contacts the previous pharmacy before filling it, to make sure you're not taking more than prescribed & refilling too soon.
