I think someone on here posted this site https://www.safelinkwireless.com/EnrollmentPublic/program_info.aspx about 6 months ago at that time they didn't offer my state, my mom e-mailed me yesterday about this and I filled out application as it is now available in my state...Just check my application status and got this.

3|3|Just be careful when activating it.. you are dealing with phone operators from India.. It didn't have the tel number I had to call a friend and she had caller Id.
You get 68 min. a month.Have to send back it doesn't work properly
6|2|Well when we/I called, the operator would say, "Please hold a minute", sit there 5 minutes, come back on, same thing, then say, "I have to transfer you to another department".. all the time I could hear all kinds of chatter in background.. like working in large telecenter... after hr of this, they gave a code, we entered it in phone, they said leave phone on.. o Just would like to have a cell in case of emergency, I walk alone to the bank and places around the neighborhood and would feel better having a cell in case I need it.

I get 123 minutes a month on my phone. It did'nt come with the phone number written down but I went to menu, and scrolled down to phone # and there it showed my phone #...I set up my voice mail message it works perfect.
