What I understood and what they are saying are two different things.
So basically, ANY time you are receiving payment for ANY item (I guess even if I sell my kid's bike to my sister) that is a fee-based transaction.
Unfortunately, this pretty much kills my coupon trading -- unless I tack on that fee which I think will make the trade prohibitive to most people.
So, I will no longer be trading coupons for paypal. I may trade for CC but I can tell you right now that with the exception of 5 very steady, long term traders, I will be holding my end until I get the CC. I hate to sound to harsh and mistrusting --- but I've been burnt and will not be burnt again.
So, traders, if you are paying by paypal, please, to help your fellow traders, do not put anything in your comment lines about "thanks for the coupons" or "thanks for the trade" or "for Dove" or anything like that. If it's not a personal payment for say "my share of Mom's birthday gift" it will not fly.

I will be going to the CC or stamps route. I will hold my end until I receive theirs - I do have a handful of people I'll send out without holding it.

In the first place would anyone add to the comment what the funds are for? It would leave the information open for site owner to review. IMO it's none of their business what my money is going for. There's no way I would have freely given that information away. PP set their site up so you are able to send money free of charge. I'll use it until the service is no longer there. Sadly there will be a point in time when all this free service and those like it comes to an end. The accounting has to be a mightmare.

That doesn't make any sense! If PP had "the goods", sorta speak, on you. They would have stopped you yesterday and not given another couple of weeks for you to "abuse" their system. I sure wouldn't accept this email as the final word. Heck, it could even be spam!
PP uses YOUR money to gain interest. Now why would they not want funds to be added to an account? It doesn't makes sense!

Since the whole "change" took place, I was one of very very few traders only accepting payment through the "purchase" tab for coupons. I didn't want to risk my account being closed when down the line they eventually started paying attention to what was going on. I ask the buyer to pay the fees. I called paypal & spoke with agentleman (who is in the Philippines) & informed that the email I received with the subject line: Personal Payments (KMM148760667I96L0KM) :ppk1, is a spoof email and asked that I forward the email to them @ spoof@paypal.com. This is NOT from paypal and said to delete it as soon as I forward it to them.

The Paypal fee calculator that's in a previous post makes it easy to calculate the exact fee.

But what makes me think it isn't is there are no links or anything in the email. Usually spoof email pp messages lead you to some link and a place to sign in or verify password or something so they GET something from you. this just says to stop and refer to the rules on the site. Also, I wrote and got the response inside....that again refers me back to the original paypal site and tells me how to contact them through the site. A spammer would give a link or something not tell us to go to the authentic pp site. I don't see the benefit in this potential spoof to the original writer. Seems like it the only benefit is to Paypal to collect more fee's.
Who benefit's from it? Paypal does.
I have used Paypal for 10 years, they made the first change in June now it's November.
It's too soon for more Change that isn't a good Change and right before the Holidays.
The Letter has my name on it addressed to Ellen Hotz and paypal says if it's Spoof they don't use your name.
My guess is they pay people to do all that processing the many paypal's.
I think if they charged a reasonable fee say .50 per that's about the cost of a stamp and envelope.
But no they charge way more than that, I'm not sure but I think it's .30 + a percentange of the amount
and if it's $100 sent that's a lot to take.
I will wait to find out if it's real or not, I hope it's a fake note but........if not then I'm going to use more checks though the mail and see how I like it.

As Barb said, it has the 1st & last name and it doesn't ask you to click a link. Always before when I would get spoof emails and forwarded it to spoof@paypal.com I would get a confirmation email within a few minutes that it was indeed spoof. I forwarded this one earlier today and still haven't heard anything. No offense to Teresa/Cashcoll, but from previous experience with talking with customer service representative from paypal they weren't very knowledgeable.

When you send it to paypal spoof you should do a right click on the msg and then send as attachment. It will come up in your mail program and you type in spoof@paypal.com in the TO line. That way paypal gets the whole msg and can see what provider it came from.

sorry if my previous post was taken the wrong way, I was simply stating from previous experience with talking with customer service representative from paypal they weren't very knowledgeable. I am sure it depends on who you talk with when you call as in what they are going to tell you. We have had 4 RS members post that they called and I have no reason to believe that any of these members are trying to misinform anyone. I got the letter and I may be wrong(sure won't be the first time)but I believe it is from paypal. I'm not for sure if I think they will actually,after December 3, 2009 "disable your ability to receive personal payments and then you will pay fees for all money received through PayPal" as the email stated, but not for sure I am willing to take that chance. kwim ???
cashcoll--I called paypal & spoke with agentleman (who is in the Philippines) & informed that the email I received with the subject line: Personal Payments (KMM148760667I96L0KM) :ppk1, is a spoof email and asked that I forward the email to them @ spoof@paypal.com. This is NOT from paypal and said to delete it as soon as I forward it to them.
mammamac- I just went around and around with a person from paypal - but we either pay or the person we are sending to will pay!

They said to send personal payment not under others or gifts ....

We'll see if I get their automatic response about the email really being a spoof. If I don't get that response then I will know it is a real email. There is a typo in the email I received so I'm not 100% sure it is true.
I am not disputing that someone called and talked to paypal and paypal stated it was a spoof. I am not trying to start an argument. I am just doing what I feel is right for me.
I am not going to call Paypal because if they are like any of the other companies I have contacted, you will get a different answer depending on who you talk to.
I will charge the paypal fee for people who want to send paypal.

I'm not sure one way or the other. There were no logos on my original email -- just text.
My response from paypal said they could not answer any questions to that email address (you know, the address the account is in) and said to go to their site to make any email changes. I'm wondering if it is REFUND NOW - Owner - Ellen Biles Clairwood Hotz (EllenClair) who caused all of this trouble for us. She could have caused suspicion with her huge Paypal activity which caused all of us to have account monitoring.
She runs a big money making form/coupon service business using a PERSONAL PAYPAL ACCOUNT.
She did not abide by the the Paypal rules concerning having a business and setting up a business Paypal Account because she refused to pay the Paypal fees. Why should she be exempt?
Mollie follows the rules. She runs her form service with a BUSINESS PAYPAL ACCOUNT and pays the fees.

With Paypal, the receiver of the money gets charged the fees, correct?
I know when you send to a business who accepts Paypal, there is no "personal" option to even choose, it just automatically charges the merchant the fee.
No fees with RME. I already set up my account. It was super simple.
