I sent a catalog envelope with address labels in it and printed first class parcel postage through paypal which also charges and prints delivery confirmation. The receiver refused the package because of the postage due. I didn't understand why there was postage due on the envelope. It took over a week to get the envelope back.

I just got back from the post office and according to my post office person, that package is considered a flat and any package the post office deems as a flat (large envelope non-rigid) cannot have delivery confirmation and if it does then they'll send it as priority mail and charge the appropriate postage due to the receiver.

I have been sending my address labels like this for months (just checked my last 3 envelopes sent this way were delivered successfully - noone has stated that they've had to pay postage due) and this is the first package that was rejected. According to the post office someone was finally doing their job.

The thing is, I am paying the extra cost for the postage and delivery confirmation why aren't they just delivering it as is. They're making extra money on it.

I guess everything will go into bubble mailers or certain items won't get delivery confirmation - when the post office drastically changed their rates - they told me bubble mailers were considered parcels.

I wish there was an alternative to the government run post office for first class mail.

You can mail it first class and get delivery confirmation on it. BUT it has to be considered first class PARCEL. That is the difference bc of what you describe as it being too rigid- they will also do that if it is too thick to fit thru their skinny cardboard representing their 'machine.' First class envelope is .44 but first class parcel rate is more expensive, thus you can add more extra services to it. I mailed a ton of coupons recently and just added a couple of stamps and had no problems. But then had a few orders that were really thick so I went in and then got charged the extra because of the thickness and or rigidity of the envie. Just go to USPS>com and it tells you all the info that they use there.

Yes, you just got the others slid thru without paying extra. I did as well with several of my envies. But I also know how you feel as I know I get frustrated too, at the never ending changes there!

I didn't know they were considered flats until the post office person told me today. I thought since I paid the postage for a parcel it would go through as a parcel.

and get the free del conf...first class parcel is listed as an option.
