Poked around on the web and found this recipe, maybe it's the one you were thinking of?

Sugar Cookies
1 c butter
1/2 c sugar
2 c flour

Preheat oven to 350. Mix all ingredients together and roll out on a floured surface. Cut out. Bake 8-12 minutes until they just start to turn light brown on the edges. Frost with powdered sugar mixed with a little water and food coloring. Put sprinkles on top as desired.

1 box cake mix--you can use white or yellow cake mix
2 eggs
1/4 c oil
Mix all the above with a spoon until well blended and dough is firm enough to roll 1 inch balls (if you need to, add 1 Tbs flour at a time until it is the correct consistency). Roll balls in sugar (you can use colored sugar too) and place on greased cookie sheet. Bake at 350 for 8 mins...dont overbake!
These are really good...soft and melt-in-your mouth tender! :)

Tasted just like the kind my mother used to make when I was a kid.
