I like the coffee mug with candy idea. Also, you could get gift cards to fast food restaurants, have the kids make scented ornamants (event if they don't celebrate they could use them as an air freshener). You could also do a "gifts in a jar" with hot cocoa mix or something.
And don't forget the bus monitor! At least here, we have a driver and an assigned monitor for each bus.

Been doing the gloves & blanket for a couple of years. They seem to like it. We have male drivers, but I think I did the same for the lady driver a few years back.

..and rode buses to school, I always gave homemade fudge in a small tin. They absolutely loved it!! I say all of the ideas given are great ones, you can't lose!!
