At the end of the aisle (in toys) at Wal Mart for either $1.99 or $2.99 and it was one little pet. I can't recall how much it was but it was definitely less than $3 because I wound up buying a ferret one for my dd that day.
Last thanksgiving Wal Mart also had some sets that they sold for less than $10 and it included 2 big sets packaged together so that is something to watch for.
You might try craigslist? They sure are cute little things. My dd loves them too.

krogers on sale last week for $3.49
family dollar $2.50
wal-mart $1.97
found no single sets at k-mart
target $3.49
only 1 krogers out of 4 in my area has a big toy area and the best sales on my littlest pet shops like b1g1 free and b2g1 free they are usually cheaper than wal-mart except on the single sets.
seen them at dollar general before.
