We are updating the PayPal Account User Agreement and the Electronic Communications Delivery Policy. These changes will go into effect on March 29, 2019 and apply to U.S. PayPal customers. If you're interested in more detail, please visit our Policy Update Page.
What you'll see in the updated User Agreement for personal PayPal accounts
As a result of a new regulation issued by the Consumer Financial Protection Bureau in Washington, D.C. coming into effect on April 1, 2019, we are making some changes that will affect consumers who want to hold and use balance with PayPal.
Beginning March 29, 2019, to continue to hold and use balance at PayPal like you do today, you will need a linked balance account, which for your convenience we will establish and automatically link to your current PayPal account. Your balance account information will be easily available using your existing PayPal login.
There are no changes to any PayPal fees.
Detailed information about your balance account (known as PayPal Cash Plus) can be found in the PayPal Cash and PayPal Cash Plus Terms and Conditions.
We are also making two other changes: (1) we are changing the time period for providing you with advance notice about important changes to the PayPal Account User Agreement to at least 21 days; and (2) we are clarifying how and when we convert currency.

Or credit card.

That used to be the case but then they changed it so people could just use what others sent them. I take it as just going back to requiring a backup account.

I have a checking acct that I use just for paypal & I don't keep much in it. Just for paypal purposes.
I have never had any problems.

PP wanted me to verify that it was my account. I've had pp for over 10 years. They want me to send them a copy of my driver's license and Social Security card!!! I don't know about anyone else but mine is legit. PP gave me until April 1 to send info. I took all the cash out (they charged me 1.50 to send me a check). My charged card is still there but next week I am closing my PP account. So now when I trade it will be for cc or stamps. Another company shooting themselves in the foot.

It wasn't in an email. I know that's a scam. When I log into my PayPal account in was in the messages from PayPal. The message was right there in nice big red letters. So I don't think its a scam. But then again maybe it is. And I know nobody but me can get into the account. I made it that you have to jump thru hoops starting with them sending me a message with a new password every time. The security questions nobody knows the answers but me and there is 2 other things that have to be done to get into the account. Scam or not I am closing the account.
I have another online account and someone hacked it and took my charge card and charges about 100.00 worth of goods. Luckily I found out and stopped that so they didn't get any money. I guess I'm afraid of this happening to PP account. Peace of mind.

"If you believe you've received a phishing email, follow these steps right away: Forward the entire email to spoof@paypal.com. Do not alter the subject line or forward the message as an attachment. Delete the suspicious email from your inbox."

I figured it was someone ttrying to scam me. I like PayPal to pay for trades and I buy and sell on Ebay. There are some other companies that take PayPal as payment too.
