I've done the NBPR "Total Basket" offers before and they work for grocery AND non-grocery at any store. I've gotten paid on an all-clothing receipt. Just note the exclusions in the T&C: booze, tobacco, meds, gift cards, lottery tickets, and candy, for some reason.

Did you enter a date in the correct range?
You also have to include the hyphen in the offer#.
