is the $20 before or after your c/o's? (if the total is $20, but you have $4 in c/o's...do you have to buy $4 more to make the $20 mark?)

That amount is BEFORE co's! thats how we do so well! Yes the Revlon $20 deal can work like this:
6 Eyeshadow singles @ $4.49 B1G1 50% off = $20.21 - $12 ($2/1 co's) = $8.21 profit of $1.79, but if you have a $2/$10, a $3/$15 or a $4/$20 it will be even better! HTH! (BTW this is the cheapest MAKEUP item I found to use the co's on, they are colorstay)
